We are concerned that this Memorial project to honor our “Disabled Veterans” may never be built.
We are concerned that the donors to the Foundation (DVLMF) co-founded by Lois Pope and Arthur Wilson (Disable Veterans of American- DAV, CEO) may have been mis-lead as to how their donations would be used. Certainly not for the actual construction of the Memorial as stated on the official Foundation website under Donor Bill of Rights.
We are concerned that financials with respect to the Foundation where not provided to an independent consulting company evaluating the viability of the Memorial Project. Why was the report abandoned?
We are concerned that Foundation executives are providing misleading statements to donors. (See email to ATT Pioneer Partners)

Lois Pope clearly states that in November 2006 that the DVLMF has raised $20,000,000 when in fact federal tax returns from inception (1998) to December 31, 2006 indicate only $1,152,737 net asset (fund balance). That’s after collecting $31,446,005 during the period. By the way the Foundation collected $23,341,851 in 2007. However, the Foundation the same year spent $20,712.941 (About $0.90 out of each $1.00 went for administration and other fundraising expenses). This shows poor management policy.
Think about this? December 31, 2007 the Federal Tax Return indicates net assets of the fund as $3,781.647. Five short months afterwards, Executive Director of DVLMF, Victor Biggs writes to an organization that “to date we have raised $70 Mil of the $86 Mil needed to begin construction. Wow! Do these people believe no one is keeping score?

So you may ask, what’s the issue here? Well, as a tax payer you are unfairly treated when a so-called charitable foundation mismanaged donated funds which are “tax deductable”. As a donor to DVLMF and AVDLM you are entitled to know how your money is spent. WOULD YOU DONATE TO ANY CHARITABLE CAUSE THAT ONLY APPLIES A “DIME OUT OF A DOLLAR” TO THE CUASE? Please join us in asking Congress and the Internal Revenue Service to conduct a full financial audit and look into this Foundation, their fundraising practices, their statements and percentages personally donated by Lois Pope and the DAV under the direction of their CEO Mr. Arthur Wilson (Co-founder of AVDLM and DVLMF) Can they pass the litmus test of a 501C3. Let’s wait and see!
